Policy Legitimacy
A decision can have added power when the policy decision process has legitimacy. Process values like political representativeness; effective use of relevant expertise; respect for precedent; definitiveness and clarity in decisions; transparency and openness in deliberations; and responsiveness to accumulated experience and how they are used can add or subtract from the process.
